<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">given rise to a recall campaign.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Sarah campaigned in Wasilla as a &#8220;fiscal conservative&#8221;. During her 6</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">years as Mayor, she increased general government expenditures by over</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">33%. During those same 6 years the amount of taxes collected by the</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">City increased by 38%. This was during a period of low inflation</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">(1996-2002). She reduced progressive property taxes and increased a</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">regressive sales tax which taxed even food. The tax cuts that she</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">promoted benefited large corporate property owners way more than they</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">benefited residents.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">The huge increases in tax revenues during her mayoral administration</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">weren&#8217;t enough to fund everything on her wish list though, borrowed</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">money was needed, too. She inherited a city with zero debt, but left it</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">with indebtedness of over $22 million. What did Mayor Palin encourage</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">the voters to borrow money for? Was it the infrastructure that she said</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">she supported? The sewage treatment plant that the city lacked? or a</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">new library? No. $1m for a park. $15m-plus for construction of a</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">multi-use sports complex which she rushed through to build on a piece</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">of property that the City didn&#8217;t even have clear title to, that was</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">still in litigation 7 yrs later&#8211;to the delight of the lawyers</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">involved! The sports complex itself is a nice addition to the</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">community but a huge money pit, not the profit-generator she claimed it</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">would be. She also supported bonds for $5.5m for road projects that</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">could have been done in 5-7 yrs without any borrowing.</span></p>
<p><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">While Mayor, City Hall was extensively remodeled and her office</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">redecorated more than once.</span></p>
<p><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">These are small numbers, but Wasilla is a very small city.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">As an oil producer, the high price of oil has created a budget surplus</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">in Alaska. Rather than invest this surplus in technology that will</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">make us energy independent and increase efficiency, as Governor she</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">proposed distribution of this surplus to every individual in the state.</span></p>
<p><font face="Times New Roman"> </font></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">In this time of record state revenues and budget surpluses, she</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">the library some books that Sarah wanted removed. City residents</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">rallied to the defense of the City Librarian and against Palin&#8217;s</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">attempt at out-and-out censorship, so Palin backed down and withdrew</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">her termination letter. People who fought her attempt to oust the</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Librarian are on her enemies list to this day.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Sarah complained about the &#8220;old boy&#8217;s club&#8221; when she first ran for</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Mayor, so what did she bring Wasilla? A new set of &#8220;old boys&#8221;. Palin</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">fired most of the experienced staff she inherited. At the City and as</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Governor she hired or elevated new, inexperienced, obscure people,</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">creating a staff totally dependent on her for their jobs and eternally</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">grateful and fiercely loyal&#8211;loyal to the point of abusing their power</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">to further her personal agenda, as she has acknowledged happened in the</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">case of pressuring the State&#8217;s top cop (see below).</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">As Mayor, Sarah fired Wasilla&#8217;s Police Chief because he &#8220;intimidated&#8221;</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">her, she told the press. As Governor, her recent firing of Alaska&#8217;s top</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">cop has the ring of familiarity about it. He served at her pleasure</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">and she had every legal right to fire him, but it&#8217;s pretty clear that</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">an important factor in her decision to fire him was because he wouldn&#8217;t</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">fire her sister&#8217;s ex-husband, a State Trooper. Under investigation</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">for abuse of power, she has had to admit that more than 2 dozen</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">contacts were made between her staff and family to the person that she</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">later fired, pressuring him to fire her ex-brother-in-law. She tried to</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">replace the man she fired with a man who she knew had been reprimanded</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">for sexual harassment; when this caused a public furor, she withdrew</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">her support.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">abruptly fired her loyal City Administrator; even people who didn&#8217;t</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">the best, Chair of the Alaska Oil and Gas Conservation Commission: one</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">of the few jobs not in Juneau and one of the best paid. She had no</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">background in oil &amp; gas issues. Within months of scoring this great</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">job which paid $122,400/yr, she was complaining in the press about the</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">high salary. I was told that she hated that job: the commute, the</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">structured hours, the work. Sarah became aware that a member of this</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Commission (who was also the State Chair of the Republican Party)</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">engaged in unethical behavior on the job. In a gutsy move which some</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">undoubtedly cautioned her could be political suicide, Sarah solved all</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">her problems in one fell swoop: got out of the job she hated and</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">garnered gobs of media attention as the patron saint of ethics and as a</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">gutsy fighter against the &#8220;old boys&#8217; club&#8221; when she dramatically quit,</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">exposing this man&#8217;s ethics violations (for which he was fined).</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">As Mayor, she had her hand stuck out as far as anyone for pork from</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">Senator Ted Stevens. Lately, she has castigated his pork-barrel</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">politics and publicly humiliated him. She only opposed the &#8220;bridge to</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">nowhere&#8221; after it became clear that it would be unwise not to.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">As Governor, she gave the Legislature no direction and budget</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">guidelines, then made a big grandstand display of line-item vetoing</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">projects, calling them pork. Public outcry and further legislative</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">action restored most of these projects&#8211;which had been vetoed simply</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">because she was not aware of their importance&#8211;but with the unobservant</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">she had gained a reputation as &#8220;anti-pork&#8221;.</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">She is solidly Republican: no political maverick. The State party</span></p>

<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">stories circulated around town about shenanigans she pulled to be made</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">point guard on the high school basketball team. When Sarah&#8217;s</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">mother-in-law, a highly respected member of the community and</span></p>
<p style="margin: 0in 0in 0pt" class="MsoNormal"><span style="font-size: 9pt; font-family: Helvetica">experienced manager, ran for Mayor, Sarah refused to endorse her.</span></p>

<p>The paradox of our time in history is that we have taller buildings but shorter tempers, wider freeways, but narrower viewpoints. We spend more, but have less, we buy more, but enjoy less. We have bigger houses and smaller families, more conveniences, but less time. We have more degrees but less sense, more knowledge, but less judgment, more experts, yet more problems, more medicine, but less wellness.</p>
<p>We drink too much, smoke too much, spend too recklessly, laugh too little, drive too fast, get too angry, stay up too late, get up too tired, read too little, watch TV too much, and pray too seldom. We have multiplied our possessions, but reduced our values. We talk too much, love too seldom, and hate too often.</p>
<p>We&#8217;ve learned how to make a living, but not a life. We&#8217;ve added years to life not life to years. <p>Mr. Bush and the G.I. Bill President Bush opposes a new G.I. Bill of Rights. He worries that if the traditional path to college for service members since World War II is improved and expanded for the post-9/11 generation, too many people will take it.</p>
<p>He is wrong, but at least he is consistent. Having saddled the military with a botched, unwinnable war, having squandered soldiers’ lives and failed them in so many ways, the commander in chief now resists giving the troops a chance at better futures out of uniform.</p>
<p>He does this on the ground that the bill is too generous and may discourage re-enlistment, further weakening the military he has done so much to break. So lavish with other people’s sacrifices, so reckless in pouring the national treasure into the sandy pit of Iraq, Mr. Bush remains as cheap as ever when it comes to helping people at home.</p>
<p>Thankfully, the new G.I. Bill has strong bipartisan support in Congress. The House passed it by a veto-proof margin this month, and last week the Senate followed suit, approving it as part of a military financing bill for Iraq and Afghanistan.</p>
<p>The Senate version was drafted by two Vietnam veterans, Jim Webb, Democrat of Virginia, and Chuck Hagel, Republican of Nebraska. They argue that benefits paid under the existing G.I. Bill have fallen far behind the rising costs of college. Their bill would pay full tuition and other expenses at a four-year public university for veterans who served in the military for at least three years since 9/11.</p>
<p>At that level, the new G.I. Bill would be as generous as the one enacted for the veterans of World War II, which soon became known as one of the most successful benefits programs — one of the soundest investments in human potential — in the nation’s history.</p>
<p>Mr. Bush — and, to his great discredit, Senator John McCain — have argued against a better G.I. Bill, for the worst reasons. They would prefer that college benefits for service members remain just mediocre enough that people in uniform are more likely to stay put.</p>
<p>They have seized on a prediction by the Congressional Budget Office that new, better benefits would decrease re-enlistments by 16 percent, which sounds ominous if you are trying — as Mr. Bush and Mr. McCain are — to defend a never-ending war at a time when extended tours of duty have sapped morale and strained recruiting to the breaking point.</p>
<p>Their reasoning is flawed since the C.B.O. has also predicted that the bill would offset the re-enlistment decline by increasing new recruits — by 16 percent. The chance of a real shot at a college education turns out to be as strong a lure as ever. This is good news for our punishingly overburdened volunteer army, which needs all the smart, ambitious strivers it can get.</p>
<p>This page strongly supports a larger, sturdier military. It opposes throwing ever more money at the Pentagon for defense programs that are wasteful and poorly conceived. But as a long-term investment in human capital, in education and job training, there is no good argument against an expanded, generous G.I. Bill.</p>
<p>By threatening to veto it, Mr. Bush is showing great consistency of misjudgment. Congress should forcefully show how wrong he is by overriding his opposition and spending the money — an estimated $52 billion over 10 years, a tiniest fraction of the ongoing cost of Mr. Bush’s Iraq misadventure. As partial repayment for the sacrifice of soldiers in a time of war, a new, improved G.I. Bill is as wise now as it was in 1944.</p>
<p><strong>From the White House statement:</strong></p>
<p>Once again, the New York Times Editorial Board doesn&#8217;t let the facts get in the way of expressing its vitriolic opinions - no matter how misleading they may be.</p>
<p>In today&#8217;s editorial, &#8220;Mr. Bush and the GI Bill&#8221;, the New York Times irresponsibly distorts President Bush&#8217;s strong commitment to strengthening and expanding support for America&#8217;s service members and their families.</p>
<p>This editorial could not be farther from the truth about the President&#8217;s record of leadership on this issue. In his January 2008 State of the Union Address, while proposing a series of initiatives to support our military families, President Bush specifically called upon Congress to answer service members&#8217; request that they be able to transfer their GI Bill benefits to their spouses and children.</p>
<p>In April, he sent a legislative package to the Hill that would expand access to childcare, create new authorities to appoint qualified spouses into civil service jobs, provide education opportunities and job training for military spouses, and allow our troops to transfer their unused education benefits to their spouses or children.</p>
<p>As Congress debates the best way to expand the existing GI Bill, Secretary Gates has laid out important guidelines to ensure that legislation meets our service members&#8217; needs and rewards military service.</p>
<p>First, since our servicemen and women have regularly requested the ability to transfer their GI bill benefits to their family members, legislation should include transferability. Second, legislation should provide greater rewards for continued military service in the all volunteer force.</p>
<p>There are several GI bill proposals under consideration in both the House and Senate. The Department of Defense has specific concerns about legislation sponsored by Senator Webb because it lacks transferability and could negatively impact military retention.</p>
<p>The President specifically supports the GI Bill legislation expansion proposed by Senators Graham, Burr, and McCain because it allows for the transferability of education benefits and calibrates an increase in education benefits to time in the service. Though readers of the New York Times editorial page wouldn&#8217;t know it, President Bush looks forward to signing a GI bill that supports our troops and their families, and preserves the experience and skill of our forces.</p>
